Midterm Exam Essay Questions
Fall 2007

Two of the following questions will be randomly chosen at the start of the exam You will then select one and write a complete, direct, and well organized answer.

1. Discuss the creation, general structure, and purpose of the United Nations.  Indicate why the UN occupies
    a unique status among IGOs and why the Security Council is not typical of IGO executive.

2. Discuss the development of modern IGOs since 1815 noting major patterns and trends and potential
    explanations for these developments.

3. Describe to your friend the structure and functions of a typical international governmental organizations. 
    Be sure to explain the relationship between the IGO institutions and the member states.

4. With regard to decision-making in IGOs, develop a short presentation outlining where, who, and how
    decisions are made.   Be sure to indicate how decisions made in IGOs differ from those made through
    traditional international diplomacy.

5. Respond critically to the following quote: "One the most negative developments of the last 20 years has been
     the rise in non-profit NGO activity.  Parading under the false label of civil society, these organizational, 
     self-centered clones exercise dictatorial power over IGOs and states and thus have prevented the latter form 
     achieving true community goals."

6. On page 395 in Diehl (end of 1st paragraph) is the quote "If one were present at the creation of this Byzantine
    system, one could not have created a more complex and convoluted structure."  Summarize the situation to
    which the author is referring,  what are its negative consequences, what are potential reforms, and speculate
   on whether this is general pattern for NGO, IGO, and state relationships.
